Economists view human capital investment as a primary tool for producing inclusive growth, bu the research support for this has not been entirely clear. When skills are properly measured, however, many of the issues of growth, development, and distribution become much clearer. This chapter exploits the measured skill difference across countries to estimate robust models of economic growth.
