Applying Performance Incentives to Schools for Disadvantaged Populations

This article begins with the underlying assumption that economic principles are essential to any true reform of the education system. Dealing with disadvantaged populations is more difficult than providing schooling for more advantaged populations, but there is no escaping the need for fundamental change in the structure of our nation's schools.
